On July 11, 2009, the semi-annual meeting of the RRBO was held in Cat Ba (Hai Phong city). Prof. Dr. Vu Van Thang – Director of Water Resources Development (MARD) cum Vice Chairman of the RRBO, Dr. To Trung Nghia, Director of Institute of Water Resources Planning, Head of the RRBO Office and Mr. Dam Viet Thuan  – Vice Chairman of Thai Nguyen Provincial People’s Committee, Chairman of Cau Sub-RBO  co-chaired the meeting. At the meeting, participants agreed on the need to revise the scope, functions, responsibility and organization of the RRBO to adapt to new circumstances. Participants also shared difficulties in planning management and dam safety management in many provinces. Constraints of the new model for irrigation management and drainage requirements against rapid urbanization and industrialization are also raised by many participants.
