On December 26, 2008, the 2008 annual meeting of the RRBO was held in Tam Dao small town (Vinh Phuc province). Prof. Dr. Dao Xuan Hoc – Vice Minister of Agriculture and Rural Development, Dr. Vu Van Thang – Director of Water Resources Development (MARD) cum Vice Chairman of the RRBO and Mr. Tran Van Chung  – Chairman of Nam Dinh Provincial People’s Committee co-chaired the meeting. Activities done in 2008 were presented in the annual report and by Dr. To Trung Nghia, Head of the RRBO Office. The new Decree 120/2008 of the Government on river basin management attracted lots of attention and discussion.
