Following the Orientation on NARBO Performance Benchmarking tool at the RRBO in February 2007 and the self-assessment process of the RRBO in last months, the NARBO Peer Review mission was done in Vietnam on June 11-15, 2007. The mission consisted of:

- Mr. J.A.S.A. Jayasinghe, Executive Director, Water Resources Planning and Management Department of Mahaweli Authority, Sri Lanka
- Mr. Tjoek Walujo Subijanto, Operation Director, Jasa Tirta I Public Corporation, Indonesia
With very active and helpful support of:
- Mr. Michitaro Nakai, Associate to the Asian Development Bank Institute, Japan
- Mrs. Arlene Inocencio, International Water Management Institute, Malaysia
- Mr. Colin Steley, ADB Project Management Specialist, Vietnam
- Mrs. Dang Thi Lan Huong, Division Chief, Department of Water Resources, Ministry of Natural Resources and Environment, Vietnam
The Peer Review had spent the first working day of the mission on understanding the RRBO and its self-assessment results through different sessions of presentations and interviews. The second and third days were devoted to field visits in the two sub-RBOs, i.e., Day and Cau sub-RBOs to learn and gain practical experiences of the RRBO. The last day was reserved for the conclusions and recommendations with responses of the RRBO self-assessment team chair.
According to Mrs. Arlene Inocencio, “The SA Team showed a lot of objectivity in the review, appreciating the higher marks the PR team wanted to give it for some indicators, but stood its ground and argued for lower ratings! The SA Team recognizes well that the RRBO as an organization has yet so much to improve in terms of the IWRM objective”.
The Peer Review had great honor to receive Mr. Michio Oota, Vice Secretary General of the NARBO who attended the last session of the Peer Review. His presence and conclusions at the workshop were a confirmation of NARBO’s commitment to support its member RBOs all the way.
The NARBO Performance Benchmarking tool is really useful for RBOs to assess their operation effectiveness for the sake of IWRM in the region.
