A preparatory meeting relating to the establishment of the Cau River Sub-Basin Organization was held by the Water Resources Department (MARD) on August 10, 2005 in Thai Nguyen city.

On July 17 2005 the first 6-month summary meeting of the RRBO was held at the Ministry of National Defence’s Palace – Hanoi. Dr. Pham Xuan Su – Director of the Water Resources Department (MARD) – Vice Chairman of the RRBO and Dr. To Trung Nghia – Director of the Institute of Water Resources Planning (MARD) co-chaired the meeting. Present at the meeting were 55 representatives including 25 participants from localities in the basin, 27 from central organizations and Ministries and 3 from the ADB3 project.

A preparatory meeting relating to the establishment of the Day River Sub-Basin Organization was held by the RRBO on June 21, 2005 at the Office of Ha Nam Provincial Department of Agriculture and Rural Development.

On December 28, 2004, the general meeting of the Red River Basin Organization was held at the Palace of the Ministry of National Defence – 33A Pham Ngu Lao, Hanoi. The workshop included discussions on activities performed by the RRBO in 2004 and outlined the directions for activities in 2005. The workshop was chaired by Dr. Pham Hong Giang, Vice Minister of Agriculture and Rural Development - Chairman of the RRBO.

In order to improve the management, planning, use and protection of water resources in the Red River basin, and to build a water resource development strategy during period of 2010-2020 for the economic development of the sector in particular and for the society in general, the RRBO has closely coordinated with provinces, sectors and provincial departments of agricultural and rural development in the implementation of its mandates.
