The National Water Resources Board of the Philippines and the Laguna Lake Development Authority in collaboration with the NARBO Secretariat successfully held the second thematic workshop on Water Allocation and Water Rights in Manila, Philippines on June 5-9, 2006.
The workshop convened 26 participants from 7 countries to discuss the causes of water-related issues in participants’ countries and made proposal for improvements.
The 2nd workshop consisted three sessions (2 days) and two field trips (2days), and one lecture and one presentation were given by the Japanese side additionally. The 2nd workshop was held in succession to the 1st one in Hanoi, Vietnam, so discussions were carried out based on the session outcome of the 1st one.
The sessions were held at the Guest House in the Lamesa Ecopark, Quezon City in Metro Manila. The themes of each session are: (1) Report on the situation of the dissemination and discussion in participants’ countries; (2) Issues and causes; and (3) Proposal, Processes and evaluations.
The lecture: “Outline of the Water Policy Review in Japan” was given by Mr. Koji Nukina, Deputy Director, Division of Water Resources Planning, Department of Water Resources, Ministry of Land, Infrastructure and Transport, and the presentation: “Frameworks for approaching water allocation issues in Japan” Mr. Michitaro Nakai, NARBO Associate, ADB Institute.
During the field trips, participants paid visits to the Kalayaan Pumped Storage Power Plant, the Ayala Land Filtration Plant in Putatan, Muntilupa – Laguna, and Angat dam and reservoir in Bulacan. They got precious information on status of water resources management in Philippines.
