Building the express road Lang - Hoa Lac of 30 km with 6 - 8 lanes of vehicles, building two lanes of vehicle section in the first period; completely upgrading national road No.5 by 2000 as well as upgrading national roads No.l8, No.1 0 ; the fan-blade roads from Ha Noi to other provinces and cities within the diameter of 70 km including national roads : No.2, No.3, No.6,No.32 will be enlarged up to 4 - 6 lanes of vehicles.
